The Secretary must create an advisory committee whenever the VA has a contract or agreement with a school, college, hospital, medical center, or other public or nonprofit group to train health workers. The committee will advise the Secretary and the Under Secretary for Health about policy and how the training program works. It can be a dean’s committee, a medical advisory committee, cover a whole institution, several disciplines, or a region. The Secretary appoints the members and must include VA staff (including full-time staff) and people from the partner organization. The Secretary also sets how many members there are and how long they serve. The Chief of the Nursing Service, or their designee, must be on every policymaking committee at each VA health-care facility, including committees on budget, education, staffing, clinical leadership, planning, and the dean’s or other advisory committee.
