Creates a Committee on Care of Veterans with Traumatic Brain Injury inside the Veterans Health Administration. The Under Secretary for Health must pick VA employees who know about treating traumatic brain injury to serve on the committee. The committee must keep checking how well the VHA meets the treatment and rehabilitation needs of veterans with traumatic brain injury. It must review the care given, find systemwide problems, point out specific facilities that need stronger programs, and find successful model programs that should be used more broadly. The committee must advise the Under Secretary on policy and recommend ways to improve care, staff training, research priorities, and how to use resources. Not later than June 1, 2010, and each year thereafter, the Secretary must send a report to the Senate and House Veterans’ Affairs Committees. Each yearly report must list committee members; give the Under Secretary’s assessment of VHA capability systemwide and by facility; outline plans for more assessments; summarize the committee’s findings and recommendations and the Under Secretary’s views; and describe steps, plans with a timetable, and resources to improve care and rehabilitation for veterans with traumatic brain injury.
