The Under Secretary for Health must run the Centers and make sure they have staff who can give high-quality instruction and training in medical and health care. The Under Secretary can assign career Administration employees to serve as visiting instructors for whatever time is appropriate. If needed for the program to work well, the Under Secretary can hire outside, highly qualified medical and health personnel on contract to teach at the Centers.
