Requires a written, signed agreement between the Secretary and a participant in the Educational Assistance Program. The agreement must say the Secretary will provide the specific education benefits listed under subchapters II, III, V, VI, VIII, or IX and will give the participant a chance for a job in the Veterans Health Administration if appropriated funds are available and the participant meets the qualifications in section 7402. The agreement must also say the participant will accept the aid, stay enrolled and attend until the course is finished, keep the school’s required academic standing under rules the Secretary sets, and, after finishing, serve full time in the Veterans Health Administration as stated. It must state that any U.S. payments depend on funds being appropriated, list the damages for a breach, and include any other terms required by those subchapters or by the Secretary.
