Money moved under section 8122(a)(2)(C) must go into a revolving fund that can be used in any fiscal year. The fund must be held in a checking account with the Treasurer of the United States. The money can only be spent, and only as Congress allows in appropriation laws, to build, change, or buy nursing home facilities (including buying the site). For section 8104(a)(2), any bill that lets the fund pay for a single project costing more than $2,000,000 is treated as an appropriation for a major medical facility project.
