Secretary may give permission to use or cross federal land he manages to a State or its local units, or to public-service companies, on terms he sets, and may allow public utilities to use them when state highway laws permit. The State can be given partial, shared, or full control, and the Secretary may accept control of land traded for an easement; if an easement is abandoned or unused, the land returns to the United States or whoever it assigns it to.
