The Secretary may make agreements to help state-funded colleges open a new medical school. The help can pay to fix or change buildings (and include equipment if leased) so they can be used as medical school space. The Secretary can also give grants to help pay faculty salaries for the first 12-month period and the next six 12-month periods. The law limits those grants to a maximum of: 90% of faculty salaries for the first, second, and third 12-month periods; 80% for the fourth; 70% for the fifth; 60% for the sixth; and 50% for the seventh and eighth 12-month periods. The Secretary cannot make such an agreement unless there are written assurances that the state or other sources will provide enough money, the school’s plans meet proper professional standards, the school will keep useful working ties with the Department medical facility it is linked to, and, after consulting approved accreditation bodies, there is reasonable assurance the school will meet accreditation standards in a reasonable time. Agreements must also include any other terms the Secretary finds needed to protect the United States. Under rules the Secretary sets, the Secretary may find that a school receiving this help (1) is not accredited and does not become accredited in a reasonable time, (2) is accredited but fails to follow the agreement, or (3) stops operating for the purpose the help was given.
