Defines important words used in this title. "Postal Service" means the United States Postal Service created by section 201. "Board of Governors" or "Board" means the Board set up under section 202. "Governors" means the 9 Board members appointed by the President with Senate approval under section 202(a). "Inspector General" means the Inspector General appointed under section 202(e). "postal service" means delivery of letters, printed matter, or mailable packages and related handling. "Product" means a postal service with a distinct cost or market feature for which rates may be set. "Rates" includes fees. "Market-dominant product" means a product under subchapter I of chapter 36. "Competitive product" means a product under subchapter II of chapter 36. "Year," as used in chapter 36 except subchapters I and VI, means a fiscal year.
