The Postal Service must recognize one labor union as the only representative when a majority of the employees in the proper work unit choose that union. Any labor agreements and supplements that covered former Post Office Department employees on the date of enactment stay in place until they are legally changed. Under rules from the National Labor Relations Board, employees, employee groups, a union, or the Postal Service can file a petition saying workers want representation or that the current rep no longer represents them. A petition of this kind needs a statement signed by at least 30 percent of the unit asking for an election. Parties may agree to waive hearings and hold a consent election under NLRB rules.
