The National Labor Relations Board must supervise all these elections, and voting must be by secret ballot. Every worker who can vote must be allowed to pick a union from the ballot or choose "no union." If no choice gets more than half the votes, a runoff is held between the two top vote‑getters, and runoffs repeat if there is a tie until someone wins a majority. No new election can be held in the same work group if a valid election was held there in the past 12 months.
