Money that goes into and out of the Postal Service Fund, including its administrative costs, must be kept separate from the federal budget totals the President sends to Congress and from the congressional budget. The Fund is not subject to general budget limits on spending and lending. It also is not covered by orders under part C of the Balanced Budget and Emergency Deficit Control Act of 1985 and must not be counted when computing the deficit under section 3(6) of the Congressional Budget and Impoundment Control Act of 1974 or when measuring excess deficits under sections 251 and 252 of the 1985 Act for any fiscal year.
