Creates a Postal Service Advisory Council led by the Postmaster General as chair and the Deputy Postmaster General as vice chair. The President appoints 11 more members: 4 nominated from postal labor unions, 4 to represent major mail users, and 3 to represent the public. Most appointments last 2 years, but at the start some are staggered so 2 labor reps, 2 mail-user reps, and 1 public rep serve only 1 year. If someone fills a vacancy, they finish that term. The Postal Service must consult the council and get its advice on all parts of postal operations. Public members are paid, for each meeting, the daily rate for level V of the Executive Schedule (section 5316 of title 5). All council members are reimbursed for travel and reasonable meeting expenses.
