The U.S. Postal Service must not carry or deliver by mail any motor vehicle master key, any pattern, impression, or mold used to make one, or any advertisement offering them for sale, unless the Postal Service decides to allow an exception. A motor vehicle master key is any key—except the original key from the maker, a key supplied with a replacement lock, or an exact duplicate of those—that is made to operate two or more different motor vehicle ignition, door, or trunk locks.
