Penalty mail must follow the size and weight limits of the mail class that gets top handling. There are exceptions for stamped paper and Postal Service supplies, and for books or documents sent by order of Congress when mailed by the Superintendent of Documents. The rule also addresses penalty items over 4 pounds that otherwise meet regular mail size and are mailable.
