A Mailgram sent by certain officials — the Vice President, a Member or Member-elect of Congress, and specified Senate and House officers and legal counsels — and then delivered by the Postal Service will be treated as franked mail. It will be handled under 39 U.S.C. 3216(a)(2) if the Mailgram contains the kind of material those officials are allowed to send as franked mail under 39 U.S.C. 3210.
