§3403 Matter for Blind and Other Handicapped Persons

Summary

Certain materials for blind people or others who cannot read regular print (except items sent under section 3404) can be mailed without paying postage if four rules are met. The person must be certified by a proper authority as unable to read normal print under sections 135a and 135b of title 2. The item must be free or only charged up to its cost. The Postal Service may open it for inspection, and it must have no advertising. The free-mail rule covers five types of items: reading material and music scores; sound recordings; supplies used to make reading, music, or sound materials; machines or parts to play sound reproductions; and braille writers, typewriters, educational items, or other devices (or parts) made for or adapted to use by a blind or similarly impaired person.
