Lets certain items be mailed free of postage if four conditions are met: the items are for people certified as blind or unable to read normal print under sections 135a–135b of title 2; they are free or only charge up to their cost; the Postal Service may open them for inspection; and they contain no advertising. Free mailing covers five kinds of items: reading material and music scores; sound recordings; supplies to produce reading or sound materials; machines or parts to play sound recordings; and braille writers, adapted typewriters, educational devices, or their parts.
