The rules here apply to five kinds of mail: priority mail, expedited mail, bulk parcel post, bulk international mail, and mailgrams. "Costs attributable" means the direct and indirect postal costs that can be reliably linked to a product. The meaning of the mail types named above is the same as in the mail classification schedule.
