Governors must set rates and classes for competitive mail when a majority of all Governors in office agree, following this subchapter and the rules under section 3633. Each decision must be written, include an explanation and the date the new rate or class starts. If a rate or class applies nationwide or to a large region, the Governors must publish the decision and their record in the Federal Register at least 30 days before it takes effect. If it does not apply that broadly, they must file the decision and record with the Postal Regulatory Commission at a time they choose but not less than 15 days before it takes effect. The Postal Regulatory Commission must, under section 3633, set rules to decide when a rate or class is of general applicability. Until those section 3633 rules first take effect, competitive rates and classes remain subject to change under this chapter and section 407 as they were just before this section was enacted.
