The Postal Service must create and support postal services that meet people’s needs and run efficiently. If it plans a change that will affect service across the country or most of it, it must send a proposal to the Postal Regulatory Commission in plenty of time before the change starts and ask for an advisory opinion. The Commission must hold a hearing on the record under sections 556 and 557 of title 5 that includes the Postal Service, mail users, and a Commission officer who represents the public before issuing a written opinion. Each Commissioner who agrees with the opinion must certify that they think it follows the policies in this title.
