Postage rates for the kinds of mail listed in an earlier rule must be the same for all items of the same weight. The price cannot change because of how far the mail travels. A special lower rate from that earlier rule only applies when the mailing is one of the listed materials and is sent between certain parties: among the listed institutions or organizations; from those institutions to an individual who has no financial interest in selling the material; from those institutions to a qualified nonprofit (as defined elsewhere); or from those institutions to a publisher when the institution ordered the materials.
