Postal Service workers cannot give the public any list of names or addresses of current or former customers or other people in any way, unless another law or the next paragraph allows it. The Postal Service must give the Secretary of Commerce address and delivery-point data, including postal delivery codes, to be used by the Census Bureau for a census or survey. The Postal Service and the Secretary must agree on the terms, including payment.
