Postal Service and the State Department can run one or more field tests to try offering mail service at branch post offices the Postal Service opens inside U.S. diplomatic missions abroad where no branch exists under section 406. The State Department may use its own staff to provide the services. The State Department must pay the Postal Service for extra costs the Postal Service calculates, including transportation. Agreements must require that payment, let the Postal Service stop services if payment is not made, and include any other needed terms, such as closing if a section 406 office later opens there.
