§413 Postal Services at Diplomatic Posts

Summary

The Postal Service and the State Department can make agreements to test whether U.S. diplomatic missions abroad can have branch post offices run by State Department staff in places that do not already have a branch under section 406. If the tests show it is workable and in the public interest, the Postal Service may open such branch post offices and the State Department may provide the staff under an agreement. The State Department must pay the Postal Service for any extra costs, including transportation, as the Postal Service calculates. Each agreement must require those payments, let the Postal Service end the agreement and stop services if the State Department does not pay, and include other needed terms, such as closing the branch if a section 406 post office is later opened there.
