§103 Assent to Purchase of Lands for Forts

Summary
The President can ask a State’s legislature to approve when the United States has bought land inside that State to build forts, magazines, arsenals, dockyards, or other necessary buildings. This applies when the State’s approval was not obtained before the land was bought.

The President of the United States is authorized to procure the assent of the legislature of any State, within which any purchase of land has been made for the erection of forts, magazines, arsenals, dockyards, and other needful buildings, without such consent having been obtained.
