Defines key words used in chapters 1–7 and in division C of subtitle I of title 41, except where subchapter VII of chapter 5 or the listed sections (3302, 3501(b), 3509, 3906, 4710, and 4711) say otherwise. Care and handling — work like fixing, packing, storing, moving, insuring, protecting, or destroying items that are dangerous. Contractor inventory — extra property a contractor has that the government owns or may have to take because of contract changes or early termination. Excess property — agency property the head decides the agency no longer needs. Executive agency — an executive department or independent agency, and a wholly owned government corporation. Federal agency — an executive agency or an establishment in the legislative or judicial branch, but not the Senate, House, or the Architect of the Capitol (or the Architect’s activities). Foreign excess property — excess property not located in the States, D.C., Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, the Federated States of Micronesia, the Marshall Islands, Palau, or the Virgin Islands. Motor vehicle — a vehicle made mainly for highway travel, except military training/combat/tactical vehicles or vehicles used mainly inside military bases, and except vehicles used for investigative, law enforcement, or intelligence work when the agency head says exclusive control is essential. Nonpersonal services — contract services the Administrator of General Services calls nonpersonal, not including personal or professional services. Property — any property interest except the public domain; certain lands reserved for national forests or parks or withdrawn from the public domain (and certain minerals) as the Secretary of the Interior decides; certain naval warships (battleships, cruisers, aircraft carriers, destroyers, submarines); and government records. Surplus property — excess property the Administrator decides is not needed by all federal agencies.
