The Director of the Office of Management and Budget must push agencies to use performance- and results-focused management under section 3504(h) of title 44 and check how they handle IT investments. The Director must tell each agency head to set up strong capital planning for major IT projects; decide before buying a new system whether the job should be done by the private sector, by agency staff, or by a contractor; review and update agency missions and processes as needed before big IT spending; and make sure information security is good. The Director must also give guidance for efficient interagency and government-wide IT projects. The Director will run periodic reviews tied to the budget to see if IT spending actually improves agency performance. To enforce accountability, the Director can act through the budget and appropriations process. Actions can include recommending changes to an agency’s budget request under section 1105(a) of title 31, changing apportionments of funds, restricting money for IT, or naming an executive agent to handle IT contracting.
