Under section 3506(h) of title 44, the head of each executive agency must set up and run a process to get the most value from the agency’s information technology purchases and to find and manage their risks. The process must pick, manage, and judge IT investments (including security); work with the agency’s budget, finance, and program choices; use minimum rules that include a numeric, risk‑adjusted return on investment and ways to compare projects; spot investments that share costs or benefits with other governments; use measurable ways to show net benefits and risks; and give senior leaders timely, independently checkable progress reports with milestones on cost, capability, schedule, and quality.
