Agency heads must set goals to make agency work and public services more efficient and effective, using information technology when useful. They must include a yearly progress report with their budget to Congress. They must measure IT performance for current or planned systems, benchmark similar processes when they exist using cost, speed, productivity, and quality, revise mission and administrative processes before big IT investments, and make sure IT security is adequate.
