The head of each executive agency must work with the agency’s Chief Information Officer and Chief Financial Officer (or a similar official if there is no CFO) to create policies and procedures. Those rules must make sure the agency’s accounting, financial, asset-management, and other information systems are built and used so they give reliable, consistent, and timely financial and program performance data to financial management systems, and so financial statements can be used to review agency processes and to measure how well information-system investments are performing.
