Covered agencies must give their Chief Information Officer (CIO) a major role in all IT planning, budgets, management, governance, and oversight. Covered agency — the agencies listed in 31 U.S.C. 901(b)(1) or (2). Information technology — the meaning used in OMB capital planning guidance. The CIO must approve the agency’s IT budget request (for the Department of Defense, the DoD CIO reviews and advises the Secretary). The CIO must also certify that IT projects use incremental development. Agencies cannot sign IT contracts or move IT funds without CIO review and approval. The CIO’s approval duties generally cannot be delegated, except the CIO may delegate approval for non-major IT contracts to a direct report. The agency CIO must approve anyone who has the title or acts as a CIO in a component organization. The OMB Director, working with agency CIOs, must set up a process to help agencies review their IT portfolios to find ways to improve efficiency, combine services, cut duplication and waste, save money, and align IT with multi-year plans. OMB must also create standard cost-savings metrics. Each agency’s CIO, with the COO or Deputy Secretary and the Administrator of the Office of Electronic Government, must do an annual IT portfolio review. For DoD, this applies only to business systems, not national security systems, and the DoD CIO will carry out the review with other senior officials. The Office of Electronic Government must report quarterly to the Senate Committees on Homeland Security and Governmental Affairs and Appropriations, the House Committees on Oversight and Government Reform and Appropriations, and any other congressional committee that requests it.
