Creates civil penalties when someone uses a fake trick, scheme, or conspiracy to get money, property, or other benefits from the federal government during the buying, transfer, or disposal of property under this subtitle. The person must pay the government $2,000 for each fraudulent act, twice the government’s losses from each act, and the court costs. The government can instead choose to get twice the agreed payment as liquidated damages, or require the return of what was taken and keep whatever was given to the government as liquidated damages. These civil penalties are added on top of any other civil or criminal penalties. A federal officer or employee is not personally liable for unpaid purchase prices an agency decides are uncollectible, unless the officer committed the fraud. Federal district courts, including territorial courts, can hear these cases. A case may be filed where at least one defendant lives or can be found, no matter where the acts happened. If a defendant is outside the district, the court can order they be brought in and served personally, by publication, or in another reasonable way.
