Provides federal help to spur economic growth and build needed public facilities in the Appalachian region. Congress says the region has many natural resources but has fallen behind because it relied on a few industries and weak farming. The program makes federal, state, and local governments work together and spend money where future growth and return on investment are greatest. States will pick local and state projects to be funded. The help is meant to build roads, community facilities, and human skills so the region can grow different kinds of industry and become self‑supporting. Requires planning for changing national priorities and energy needs, noting shifts since December 31, 1975 and economic changes through November 13, 1998. Plans must protect the region’s quality of life and natural beauty, encourage eco‑industrial development, and try to get the most social and economic benefits while lowering social and environmental costs. It also focuses on workforce training, new technologies, better access to technical and financial help for businesses, and extra support for severely and persistently distressed areas.
