Lets the Appalachian Regional Commission advise the President, state governors, and local officials on how federal, state, and local agencies should spend money in the Appalachian region in areas such as natural resources, farming, education, job training, health and welfare, and other related fields. The Commission can also recommend new federal, state, or local laws or changes in agency actions if it thinks those steps will help meet the subtitle’s goals.
