Summary

The Appalachian Regional Commission (ARC) can give help, grants, or contracts to people and groups in the Appalachian region to increase affordable broadband access. It can pay for studies, training, and outreach to get more people using broadband, and it can pay to build or place broadband infrastructure. ARC funds can cover up to 50% of a project’s cost from these appropriations. For counties officially labeled "distressed" the federal share can be up to 80%, and for "at-risk" counties up to 70%. ARC grants can be combined with other federal or nonfederal money. ARC may use these funds to raise the federal portion of a project if it decides to. Before funding build projects, ARC must ask the FCC, NTIA, EDA, and USDA for data on current service and other federal plans. At least 65% of yearly funds must go to building or deploying broadband.
