The Appalachian Regional Commission can give money, technical help, or contracts to people and groups in the Appalachian region for projects that fight drug abuse, including opioids. Projects can help states and counties share what works, start or grow programs that protect workers and the local economy, bring in health services and workers, and build needed infrastructure like broadband for telemedicine. ARC money can pay up to 50% of a project’s cost. For counties labeled "distressed" under section 14526, ARC money can pay up to 80%. For counties labeled "at-risk" under section 14526, ARC money can pay up to 70%. ARC grants can be combined with other federal or nonfederal funds, and ARC may use its funds to raise the federal share where it thinks that is appropriate.
