A Treasury revolving fund pays to replace valuables lost or damaged during government shipments under prescribed rules. It does not cover Postal Service items charged to its officers or employees, or shipments sent at the risk of anyone except the Federal Government, its departments, agencies, wholly owned federal corporations, or their officers and employees. Recoveries and repayments go back into the fund. Necessary money is provided.
