Each executive agency leader must create a system to find, collect, and study all costs the agency has for running, fixing, buying, and getting rid of motor vehicles. That covers obligations and outlays and applies to vehicles the government owns or leases and to private cars used for official work. The Administrator of General Services, working with the Comptroller General of the United States and the Director of the Office of Management and Budget, will set uniform rules about what vehicle cost and use data to collect and how to submit it. Those rules must follow the Comptroller General’s accounting principles, and every agency must follow them.
