When communications services are transferred, the agreement must say the buyer will keep providing the services without interruption, follow FCC rules, Alaska communications regulators, and other applicable laws, and exclude any services the federal government kept. Rates in effect at transfer cannot change for one year unless a regulator approves. The transfer is not final until the buyer gets the required license and the certificate of convenience and necessity to operate interstate and intrastate communications in Alaska.
