A federal agency head may sell electricity from the agency’s coal-fired power plants in Alaska to non-government buyers, even if other laws would normally block the sale because local sources are available. The sale can happen only when the power comes from an existing coal plant, is extra and not needed by another federal agency, costs consumers less than the alternative, and will cut the buyer’s oil or gas use. The price must cover the fuel and variable operation and maintenance costs for that energy, plus one-half of the difference between coal production costs and the costs of the oil or gas generation being replaced.
