To save money and conserve oil and gas, an agency head must try when allowed to buy electricity from non‑federal sources for use in Alaska. After weighing a generator’s remaining life and the cost to keep it on standby, the purchase may happen only if it either saves other customers without raising federal costs or saves the agency without raising other customers’ costs.
