President appoints the head of the General Services Administration with Senate approval. The head serves under the President, appoints a Deputy to do assigned duties, and the Deputy acts for the head when absent or the office is vacant unless the President names another officer.

(a)Administrator.— (b) Deputy Administrator.—
The Administrator of General Services is the head of the General Services Administration. The Administrator is appointed by the President with the advice and consent of the Senate. The Administrator shall perform functions subject to the direction and control of the President.
