The Federal Government does not have to get full control from a State over land or land rights it buys. If a department or agency head wants a State to give or transfer control of land they already run, that official can accept the State’s consent or cession. To accept, they must file a notice with the State Governor or follow the State’s law for giving notice. Until the Government files that acceptance, it is assumed the State still has control.
