An agency head must believe the final award will likely stay within any price limits set by Congress before the government makes a permanent promise to pay. If the government gets or will likely get title to property during condemnation, and the Attorney General thinks title is secured or all interested parties are joined and bound, the government may use appropriated funds to tear down buildings and build public buildings or public works.
