Requires the Federal Acquisition Regulation (FAR) to offer other ways to protect suppliers of labor and materials instead of payment bonds for contracts covered by section 3131(a) that cost more than $25,000 and at most $100,000. For each such contract, the contracting officer must pick one or more of those protections, require the company that wins the contract to provide them, and say which protections in the solicitation.
