Sets definitions for key words used in this part. Federal Government — means the same thing the word “United States” meant in the March 3, 1931 Act (the Davis‑Bacon Act). Wages, scale of wages, wage rates, minimum wages, and prevailing wages — mean the basic hourly pay and certain fringe benefits (such as medical care, retirement or survivor pensions, work‑injury pay, insurance like unemployment, life, disability, sickness, accident, vacation and holiday pay, apprenticeship costs, and other genuine fringe benefits). Those benefits count only when the employer is not already required by other law to provide them, and they may be shown either by an irrevocable contribution to a fund/plan or by expected costs under a written, enforceable promise to the workers.
