Creates a Federal Citizen Services Fund in the Treasury for the General Services Administration to share federal information with the public and related work. Money comes from Treasury appropriations, user fees, reimbursements from other agencies, and other income. The Fund can pay for Center 2 activities as allowed by appropriation laws and takes on the Center 2 account’s liabilities. Unused money at year end stays in the Fund for future years. The Center 2 may accept gifts for printing, publishing, and distributing consumer information and may spend those gifts. The Administrator can make fully reimbursable service agreements with other agencies. By September 30 each year, the Administrator must report to two Congressional committees listing programs funded in the prior fiscal year or the prior 5 years, with descriptions, funding amounts, reimbursements, project dates and funding, and any supporting data. Definitions: Administrator = Administrator of General Services. Expenditure = any obligation of funds from the Fund.
