The General Services Administrator may get any building and its land by buying it, taking it through court, accepting it as a gift, trading for it, or by other means when the agency needs it to do its work under this chapter. The Administrator may also get land or land rights to use as sites or additions for public buildings that this chapter allows to be built or changed. If any part of a public building will be used as a post office, the Administrator must pick the town and the site together with the United States Postal Service. The Administrator may advertise to invite offers to sell, give, or trade property. When choosing a site, the Administrator may pick the one judged best overall and may acquire it without following division C of subtitle I of title 41, except for sections 3302, 3501(b), 3509, 3906, 4710, and 4711.
