Any building to be built for lease to and mainly used by the Federal Government must have detailed specifications set by the Administrator of General Services before any agreement or commitment is made, even though section 585(a)(1) might say otherwise. The Administrator must acquire leaseholds only using the competitive procedures in sections 3105, 3301, and 3303 to 3305 of title 41, and must include in prospectus solicitations under section 3307 a factor that favors energy efficiency and renewable energy. The Administrator must inspect the building during construction, check the finished building for any failures to meet the specifications, and make sure contracts allow rent to be reduced while the building is not in compliance.
