Allows a federal agency to give or trade medical supplies it keeps for emergencies to another federal agency when the agency head decides two things: the items won’t last long enough to keep for future emergencies, and moving or disposing of them is in the national interest. The agency head must try to make that decision early enough so the supplies can be moved or used before they expire. Under rules set by the General Services Administrator, the supplies can be transferred or swapped with another federal agency. Any money from a transfer goes back into the sending agency’s current fund and can only be used to buy medical supplies for national emergency stock. If the supplies are not sent to another agency, they are handled as surplus property.
