Title 40 › Subtitle SUBTITLE II— PUBLIC BUILDINGS AND WORKS › Part B— UNITED STATES CAPITOL › Chapter 51— UNITED STATES CAPITOL BUILDINGS AND GROUNDS › § 5106
The President of the Senate and the Speaker of the House can temporarily lift the bans in sections 5103 and 5104 that would stop processions, gatherings, decorations, music, speeches, or ceremonies on the Capitol Grounds. They can do this only after naming responsible officers and deciding that plans will keep order and protect the Capitol and its grounds. If one officer is absent from D.C., the other gets the power; if both are absent, the power goes to the Capitol Police Board. The Board may also allow the Mayor of the District of Columbia to permit use of Louisiana Avenue despite section 5104(f).
