Keep clear inventory records and track all property. Agencies must watch for unused or excess items, tell the Administrator of General Services right away about excess property, care for it, and move or get rid of it quickly under GSA rules. Agencies must plan workforce needs to judge real property needs, set goals to cut excess and underused property, use workplace methods that need less space, and check leased space for underuse. Each year, under the Federal Real Property Council’s guidance, agencies must list all real property and assess each site. The assessment must include things like age, condition, size, location, how much it is used, operating and capital costs, sustainability data, employee counts, mission dependence, the estimated capital costs to operate and maintain it during the 5-year period beginning on the date of enactment of this paragraph, and any other information the Administrator of General Services needs for section 623. They must send that information to the Council and the Administrator so it goes into the database in section 21 of the Federal Assets Sale and Transfer Act of 2016. Each year, and per GSA guidance, agencies must also inventory capitalized personal property and regularly check accountable personal property for excess, looking at age, condition, use, mission dependence, and any other aspects the Administrator requires. As much as practical, agencies should reassign unneeded property inside the agency, transfer excess to other federal agencies and the organizations in section 321(c)(2), and accept excess from other agencies. For the planning and reporting duties listed as items 6 through 12, “executive agency” means the same as “Federal agency” in section 621.
